通过对南京国民政府时期四川省第五行政督察专员1936年冬与1940年春的出巡日记对比考察,日记反映出:专员的施政主体角色意识由消极到积极,专员职权由仅属条文规定到实际履行。可见随着时间的推移专员制度经历了一个制度结构与事实结构差距逐渐弥合的过程,即从草创走向成熟的过程。

Comparing the tour diaries in the winter of 1936 and in the spring of 1940 of Sichuan Fifth Administrative Supervisory Commissioner in the Nanjing National Government Period,some changes have been detected.One change is that commissioner’s role awareness became positive from negative;the other is that their power changed from provision to the actual performance.System experienced the process of changing institutional structure to factual structure.This is the process of becoming maturity.
