我国水产品出口美国和欧盟的安全问题分析

目的:探寻一条既能维护我国水产品产业安全与利益,又能提高我国水产品在国际贸易中竞争力的有效途径。方法:通过查阅相关资料,运用文献研究、对比分析的方法,对我国水产品出口美国和欧盟的受阻情况进行分析。结果:2010和2011年,美国和欧盟共扣留我国水产品264批和280批。其中,含有腐烂物质、含有新兽药和不安全添加剂以及细菌污染是各国公布的扣留我国水产品的主要原因。讨论:由于坚实的技术性贸易壁垒、众多的食品安全隐患及严重的监管部门缺失等原因,使我国水产品出口频频受阻。对此,建议:积极应对技术性贸易壁垒,增强国际竞争力;加强食品质量监测,保障食品安全;整合政府部门职能,加强监管力度。

Based on literature research and comparative analysis,the situation of the impeded export of Chinese aquatic products in USA and UN was analyzed to explore an effective way that can not only protect Chinese aquatic products industry,but also improve the international competitiveness of Chinese aquatic products.It found that 264 and 280 shipments of aquatic products were detained by America and European Union in 2010 and 2011 respectively.The published causes are that those products contain putrid substances,new veterinary drugs,unsafe additives and contamination by bacteria.The export of Chinese aquatic products is impeded repeatedly because of Technical Barriers to Trade（TBT）,hidden problems of food safety,and serious deficiency in supervision.Therefore,it is necessary to respond positively to the TBT,strengthen the supervision by perfecting the related food management systems,integrate and regulate the function of related departments etc.
