The Design and Development of Fund Approval System Based on Official Card Settlement Mechanism

分析了公务卡结算机制下高校财务预算管理存在的弊端,研究开发了资金使用审批系统,使高校财务管理部门走出内部局域网的账务处理系统,建立起了面向校内各级领导和教职工服务的预算管理控制、资金使用与审批的网上办公的信息共享平台,创新了高校财务管理模式,强化了财务预算管理,促进了高校信息化的建设。

This paper analyzes the existing disadvantages to college financial budget management under offi- cial card settlement mechanism official card,then we develop fund approval system base the analysis. This application makes the financial management departments go out of the internal LAN financial treatment system. It establishes an online information sharing platform facing to all school leaders and staffs on budg- et management control,capital use and approval. The platform is to innovate the college financial manage- ment mode,to strengthen the financial budget management,and to promote the college informational construct ion.
