第五届全国特奥会在福州成功举办,真正展现了福州市"海纳百川,有容乃大"的城市精神,也提升了福州的城市软实力,对于强化市民社会责任感、加快海西建设的步伐,起到了推动作用,为进一步改善智障人士的生存环境起到了积极作用.通过特奥会来提升城市软实力的相关举措:改变市民对智障人士观念,加速福州特奥公益事业的发展,加大媒体有关特奥会事宜的宣传力度.

The success of the Fifth National Special Olympics held in Fuzhou really not only shows the city’s spirit of ＂to be a city with great capacity and tolerance＂,but also promots the soft power of Fuzhou city,which plays a positive role in strengthening the citizen’s public social responsibility,accelerating the construction of the hercynian and further improving the living environment for the intellectual disabilities.Strategies put forward to promote the city soft power through Special Olympics are as follows： to change the people’s concept of intellectual disabilities,accelerate the development of public welfare undertakings in Fuzhou Special Olympics and increase the media publicity for the Special Olympics.
