阐述了民用运力快速动员的基本涵义及其特点，从民用运力的体制、法律、资源等方面，讨论研究了当前制约我国民用运力快速动员的一些因素，并就如何促进民用运力快速动员进行了相应的理论分析，并基于我国民用运力快速动员制约因素提出了一些建议和对策。

This paper mainly discussed and studied several factors that restricted rapid mobilization of civil transport form the regulations, the low and the resources, analyzed theoretically how to promote rapid mobilization of civil transport resources accordingly.
