发展战略的确立对企业的发展至关重要。探讨中国铁路总公司的发展战略,认为中国铁路总公司要实现"经济社会大动脉,现代服务领导者"的使命,须集中做强客货产品,逐步发展现代服务业,把运输产品创新放在主导地位,切实转变企业运作的文化、体制、机制环境。分析中国铁路总公司未来发展政策需求,认为迫切需要解决债务处置政策、灵活运价政策、财务清算政策、调度指挥政策、运输代理政策、差别薪酬政策。展望我国铁路产业未来改革路径,认为我国需借鉴"德国模式",形成具有我国特色的"剥离模式"。

Development strategy is crucial for enterprise development. The paper discusses the development strategy for CRC, and maintains that it＇s imperative to realize its mission as of ＂artery for economic and social development, leadership for modem service＂, and concentrates on passenger and freight products so as to develop modem service industry. Thus, CRC should attach importance to transportation product innovation and build up flexible cu[ture, mechanism and operational environments. At the same time, the author analyzes the policies demand for CRC, and points out that CRC needs supportive policies including but not limited to debt disposition policy, flexible pricing policy, settlement policy, dispatch and command policy, transportation agency policy, differential salary policy and etc. At last, the paperputs forward ＂three stage＂ reform mode for Chinese railway. It＇s neces- sary to draw on the experience of＂ Germany Model ＂.
