There are many legal problems in reform of railway freight organization. Based on the change of the external legal rela- tions between railway transportation enterprises and goods＂ owners, this paper researches a series oflegalissues such as the opera- tion qualification of railway, the legislation of rail transport behavior, the change of rail freight contract, the compensation for rail freight. It is very beneficial for improving China＇s railway freight law system.
