Scientific Development and Deepening Reform are based on Accurate Judgments of Problems and Their Roots

"科学发展"和"深化改革"是十八大报告中两个最重要的关键词。但是,无论是科学发展还是深化改革,都必须从具有普遍性的突出问题出发,对问题本身及其根源作出准确的判断。问题的根源必须到现实的经济关系中去寻找,重点寻找那些从我国特殊过渡体制产生出来的特殊原因。我国当前存在的经济社会问题,不能单纯归咎于社会主义初级阶段和市场经济形式本身,而主要是国有经济和政府机构职能定位及其行为的不合理造成的。这些不合理不仅来自传统社会主义体制,而且来自先前"市场化改革"中的偏差和失误。问题及其根源找准了,解决问题的思路和对策也就寓于其中了。

＂Scientific development＂ and ＂deepening reform＂ are the two most important key words in the 18th Party Congress Report. However, both scientific development and deepening reform must proceed from eminent problems that have universality and be accurately judged of the problems themselves and their roots. The roots of the problems must be sought from de facto economic relations with special emphases set to those special causes orig- inated from the particular transitional system in our country. The current economic and social problems in our coun- try should not be simply blamed on the primary stage of socialism or market economy by themselves. They are main- ly caused by the inexpediencies of the state - owned economy, and of the functional orientation and activities of the governmental apparatuses. These inexpediencies rooted in not only the traditional socialist system but also errors and mistakes in the previous ＂market oriented reform. ＂ Once the problems and their roots are accurately identified, the approaches and countermeasures to solve these problems will generate accordingly.
