河北省农民工市民化的外在体制障碍研究

External System Obstacle of Urbanization of Rural Migrant Workers in Hebei Province

在加快城镇化的进程中,实现农民工全面市民化是提高城镇化质量的关键。本文以河北省农民工为研究对象,基于石家庄、邯郸、唐山、秦皇岛四地的实地调研数据,分析了农民工市民化的现状,得出社会保障不全、生活成本高、户籍制度限制和无法真正融入城市生活是制约农民工市民化的主要障碍。在此基础上深入研究了影响农民工市民化的外在体制因素及其影响,本文认为户籍制度、社会保障制度和工资制度是制约农民工市民化的主要体制障碍,并提出破除体制障碍、促进农民工市民化的对策建议。

In the process of urbanizalion, realizing comprehensive citizcnization of peasant workers is the key to improve the quality of urbanization. Taking migrant workers in Hebei province as the research object, this paper analyzes the current situation of citizenizaiton of peasant workers according to the field survey data of Shijiazhuang, Handan, Tangshan, and Qinhuangdao, and draw a conclusion that the main causes of restricting citizenization of present workers are that the social security is not complete, cost of living is high, the household registration system limitation and they can＇t really into city life. On the basis, it makes the further study of the influence of the citizenization of migrant workers and their system of external factors, this paper argues that the household registration system, the social security system and salary system are the main system obstacle of urbanization of rural migrant workers, and puts forward the measures to break system obstacle and pronmte the urbanization of rural mizrant workers.
