摘要
区域高等教育一体化进程,客观上受到行政边界壁垒制约,要求区域高等教育治理方式实现实质性变革,要求在空间邻近的大都市圈或城市群一体化进程中探索高等教育行政区划改革与重构。从理论上看,区域高等教育一体化管理体制的改革与重构至少有三种方案需要权衡和比较:打破省际界限,建立高等教育功能区;构建政府、市场和社会三维框架下的多中心治理机制;通过治理的横向网络,形成多部门联合的多层次治理。根据长三角区域高等教育发展现状,建立高等教育主体功能区是长三角区域高等教育一体化治理的最佳选择。
In the process of regional integration,it is necessary to transform the landscape of higher education governance and restructure the administrative division system of higher education so as to forge regional higher education integration.To achieve that purpose,theoretically speaking,there are at least three ways,namely,1) establishing higher education functional region to tear down provincial barriers to higher education integration;2) building a multi-center governance system involving government,market as well as non-governmental sector;3) creating a multi-level network for collaborative governance involving different ministries or departments.Judging from the current situation of higher education collaboration in the Yangtze River Delta,establishing higher education functional region would be an optimal choice here.
