我国行政问责制面临的困境及完善路径

The Difficulties and Reflections of the Administrative Accountability System

行政问责制是推进政治体制改革、建立责任政府的重要举措。但是在实施过程中,存在问责文化滞后、主体缺位、范围过窄、法律依据缺失等问题,影响了法治政府形象的树立。文章通过对问责制存在的障碍进行分析,提出了完善行政问责制的若干措施。

Administrative Accountability System is institutional innovation of the contemporary political reform and important measure of establishing a responsible government in China.However,in the course of executing the system,which exist some problems,such as Culture of Accountability Lag,Subject Vacancy,Narrow Scope and Lack of Legal Basis,which affects the establishment government image under rule of law.This article proposes several reflections of perfecting Administrative Accountability System through analyzing the existing obstacles in the accountability system.
