浅析中国西部环保新战略的具体制度及政策

On Specific Systems and Policy of Environmental Protection New Strategy in West Cnina

区域可持续发展是一个渐进的过程 ,相关环境政策要体现可持续发展原则 .为此介绍了中国西部环保新战略的形势 ,提出了西部环保新战略应遵循的原则及重点领域 ,要突破传统的环保被动模式 ,实现环保的跨越式发展 ,环境与发展综合决策制度 ,环境影响评价制度及环境政策的创新与全过程管理显得尤其重要 .最后是一些对策及建议 :本着合作伙伴的原则 ,鼓励公众参与 ;本着环境政策一体化的原则 ,建立环境与发展综合决策机制 ;加强法制建设 ,使法律规范更加便于操作和适用 ;突出运用环境经济学方法 ;加强科学研究 ,促进经济和信息交流 ;尊重生态规律 ,注重科学规划等 .西部开发的目标及目的正是为了防治污染 ,保持生态系统的平衡稳定 ,实现代际公平并最终达到社会经济的持续发展 .

Regional sustainable development should be realized gradually.The enacting of environmental policy should embody the principle of sustainable development.This paper introduced the present situation of environmental protection new strategy in West China,and analyzed some important issues of specific systems.Finally we put forward some suggestions in this field such as:①principle of cooperation,inspire public participation;②principle of environmental policy integration,establishing synthetic decision-making system of environment and development;③making legal rules more accessible and enforceable;④emphasis and application of the methods of environmental economics;⑤enforce academic research,promote experience and information exchanging;⑥respecting of natrual law of ecosystem and paying attention to scientific planning.It is the aim and purpose of environmental protection new strategy construction in West China to achieve pollution prevention and control,balance and stability of ecosystem,intergeneration equity,and finally sustainable socioeconomic development.
