应用德尔菲法构建结核病防治工作目标管理和考核指标体系

Establishment of management by objectives and evaluation system for tuberculosis prevention and controlby Delphi method

目的针对结核病防治工作现状，开展结核病防治工作目标管理和考核指标体系研究，确定结核病防治工作目标管理和考核指标体系的内容和权重。方法采用Delphi专家咨询法确定指标体系。通过第一轮专家咨询筛选指标，通过第二轮咨询，用专家咨询权数法（Delphi法）确定指标权重。结果构建了包括5个一级指标、13个二级指标和65个三级指标在内的结核病防治工作目标管理和考核指标体系，并确定了每项指标的权重值。结论结核病防治工作目标管理和考核指标体系建立科学合理，为开展结核病防治规划实施情况考核评价提供依据。

Objective To conduct the research of management by objectives and evaluation index system of tuberculosis prevention and control, and define the contents and weights of the indexes. Methods Delphi method was used to establish the index system. The indexes were chosen referring to expert advice in the first round, and the weights were determined in the second round by Delphi method. Results A hierarchy management by objectives and evaluation index system of tuberculosis prevention and control was constructed, included 5 first-level indexes, 13 second-level indexes, 65 third-level indexes, and the weights of those indexes were determined. Conclusion Management by objectives and evaluation index system of tuberculosis prevention and control is reasonable, and can provide basis for evaluation of tuberculosis prevention and control.
