中国经济社会具有复杂的多重性质,当前经济的发展阶段、体制转型、市场经济的发展和现代化历史进程等四个方面各有其主要矛盾,公共品供给不足、市场体制不健全和扭曲、劳资矛盾、城乡二元结构是四个主要矛盾,或可概括为官民矛盾、城乡矛盾、劳资矛盾三大矛盾。相应的改革重点应当是:政府政绩考核改为按部门专业职能分类型考核、建立公共财政体系、国有资产管理体制和国有企业改革、改革城乡分割的土地制度、从西部地区率先进行户籍制度改革、以集体谈判和工资支付保障制度框架为中心建立和谐劳资关系、建立覆盖城乡全社会的社会保障体系。
