开展国土开发风险评估区划 推进生态文明建设

Carrying out the Regionalization of Land Development Risk Assessment and Promoting Construction of Ecological Civilization

国土开发风险评估区划是当前贯彻落实生态文明战略、推动生态文明建设的重要手段,对于优化国土开发空间格局、预防由于国土开发活动可能带来的资源环境风险和危害具有十分重要的意义。开展区域国土开发风险评估的重要性和紧迫性:⑴从理论上看,区域国土开发风险评估是完善可持续发展理论、开展生态文明建设的重要途径;⑵从实践中看,国土开发风险评估是预防解决国土开发利用问题的现实需要。为此,探索构建了基于D-P-S-I-R的国土开发风险评估概念模型及相应的指标体系,采用三维魔方图法进行国土开发风险评估区划,以期为区域国土开发空间战略制定提供技术支撑。

The regionalization of land development risk assessment is not only an important means to implement the strategy of ecological civilization and promote the construction of ecological civilization, but also has an important role in optimizing the spatial pattern of land development and taking precautions against resources and environment risk and hazard caused by land development activities. This paper introduces the importance and urgency of launching regional land development risk assessment. It is argued that in theory, regional land development risk assessment is an important way to improve the theory of sustainable development and carry out the construction of ecological civilization. It is the common practice that land development risk assessment is the reality needs to solve the problem of land development and utilization. For this purpose, the conceptual model of land development risk assessment based on D-P-S-I-R, and the corresponding index system have been established. The regionalization of land development risk assessment was carried out by using 3D Magic Cube figure. The above two points will provide technical support for the formulation of spatial strategy of regional land development.
