从装备制造业国产化和市场培育问题出发,介绍了高端装备制造业发展的国际态势,阐述了"首台(套)"的政策背景。比较分析了"首台(套)"政策框架下促进装备制造业高端化、国产化的国际经验;在此基础上,着重强调了在当今国际贸易摩擦频发的环境下,我国高端装备制造业所面临的严峻形势。重点剖析了我国在"首台(套)"政策执行中的困境;从符合国际惯例与规则的角度,提出了促进我国高端装备制造业"首台(套)"的对策建议。

The paper introduces the international development of high-end equipment manufacturing industry and policy back- ground of ＂The first sets of equipment＂ in terms of nationalization and market shaping of equipment manufacturing industry. On the ba- sis of the policy framework, the paper points out great challenges coming from modern international trade friction. Moreover, the paper- analyses the dilemma in policy implementation and brings forward some recommendations about advancing high-tech equipment industry from the perspective of meeting the global trade rules.
