中国与G8国家专利发展现状比较与建议

Comparison and Suggestions of the Patent Developing Statues of China and Group 8

根据WIPO的统计数据,截至2011年,中国已经超过美国成为世界上最大的专利申请受理国,从总量和增速来看,中国已经成为专利申请大国。对于中国专利事业发展而言,除了总量上的增长,还需要关注专利申请的结构、技术领域布局以及专利的效率、质量和价值等问题。把中国同8国集团在专利申请和授权的总量、结构以及专利质量和产出效率等方面进行对比分析后发现,中国专利申请总量虽然乐观,但在专利授权、技术优势、专利质量和效率等方面还存在一定差距。最后对中国专利发展提出了政策建议。

According to the WIPO statistics, up to 2011 China has overtaken the United States as the world＇s largest patent appli- cation acception countries, from the total amount and growth rate, China has become a big country of patent application. For the devel- opment of China＇s patent work, in addition to the total amount of growth, we also need to pay attention to the structure of the patent ap- plication, the technology field layout and patent efficiency, quality and value, etc. By comparing China with the G8 of patent develop- ment in the patent application and authorization of the total quantity, structure and patent quality and output efficiency etc. ,it is con- cluded that, as compared with the G8 countries, although the total amount of patent applications is optimistic, there are still some gaps in patent licensing, technological advantages, patent quality and efficiency. Finally this paper offers some suggestions on China＇s patent development.
