国家煤炭产业管理部门起草的《商品煤质量管理暂行办法》(征求意见稿),对煤炭市场化改革有积极促进作用;与充分利用"两个市场,两种资源"的煤炭产业政策并不矛盾;对该办法的评价应以公共利益最大化为标准。
