围绕促进我国煤炭工业健康发展的主题,通过回顾总结煤炭在我国能源发展中的重要地位,提炼出影响制约煤炭工业健康发展的资源、环境、安全、通道、市场、政策等要素,从结构调整、安全生产、改善民生、资源节约、环境友好、科技创新等视角,阐述了加快推进煤炭工业健康发展的关键路径,提出煤炭工业制度建设、产业政策、监督管理、税费改革、金融创新等建议。

The theme of the paper is about the promotion of the China coal industry health development. With the review and summarization on the important position of coal in China energy development, the paper refined the resources, environment, safety, channel, market, policy and other factors affected to the health development of the coal industry. From a view of the structure adjustment, safety production, people＇s livelihood, resources saving, friend environment, technical innovation and oth- ers, the paper discussed the key route to speed up and push forward the heahh development of the coal industry and provid- ed the proposals on the establishment of the coal industry system, industry policy, supervision and management, tax reform, fi- nancial innovation and others.
