摘要
现在不少西部省市地方政府为了解决廉租房建设资金困难,在廉租房分配中实行"共有产权"、"租售并举"。这种模式违背了廉租房保障制度的初衷,损害了低收入群体的利益,提高了政府的监管成本。建议国务院或城乡建设部尽快出台相应的管理办法明令禁止或规范这一模式,加大对西部欠发达地区廉租房建设中央配套资金和省级政府配套资金的比例。
In order to solve the funding difficulties in low rent housing construction,now a lot of western local government try the new ways of "sale or rent" and "common property" in the low rent housing distribution.This model against the original aim of the low rent housing guarantee system;damage to the interests of low-income groups;increase the administrative cost of government.Suggested that the State Council or the Department of Urban and Rural Construction as soon as the corresponding management banned or a specification of this model;increase the matching funds of central government and provincial government in low rent housing construction to the underdeveloped areas.We ’d better set up the special supporting funds of the construction in low-income housing projects to such special difficulty sections.
