摘要
卫生事业作为经济实体 ,必须遵循市场原则。但作为公益性事业和社区组织 ,又必须通过宏观控制达到一定社会目的。这就决定了卫生改革与发展既要以价值规律为前提 ,保证社会补偿 ,又要通过政策导向 ,提高费用效益 ,取得经济效益和社会效益的统一。运用市场机制 ,深化卫生改革 ,使其转向以效率、效益、核算为基础的内涵式发展。作者同时提出 ,要在7个方面把政策导向与市场导向有机结合起来 ,促使卫生事业健康发展。
Being an economical entity, health enterprise must abide by market principle. However, as a commonweal enterprise and community organization, it should attain certain social goal by macro controlling. Thus, health reform and development should abide by the cost law to ensure social compensation, on the other hand, it must gain the unification of economical benefit and social benefit by policy directing and improving cost-benefit. So we should carry on market mechanism, deepen health reform, make it develop internally based on efficiency, benefit and accounting. The author also suggested that policy guide and market guide should be conjoined in seven aspects in order to make health enterprise develop normally.
