响应紧急救援的应急供应链物流配送模型 被引量:12

Portfolio Optimization Model of Relief Material DistributionBased on Emergency Rescue Supply Chain

摘要 研究突发危机事件下应急救援供应链中应急配送决策问题,构建了救灾物资配送的组合优化模型。首先,针对突发危机事件中应急救援配送的紧迫性属性提出混合模糊聚类算法,对受灾区域进行分组、二进制转换以及模糊关联矩阵生成,用以确定受灾区域配送物资的优先次序,再根据受灾区域分组情况,建立综合加权多目标优化模型,用以解决从多个救援配送中心调拨救援物资到多个受灾地区的应急配送优化问题;最后基于最大限度减少救灾成本考虑,提出了动态救援供应的优化模型。通过汶川地震实际救灾配送的算例,对提出的组合优化模型进行检验,检验结果表明:所提出的方法在突发危机事件救援中具有很强适用性和潜在优势,可以大幅度提升应急物流系统的性能,具有重要的实际意义与应用价值。 This paper researches emergency relief delivery decision-making problem of emergency relief supply chain under sudden crisis events, and establishes a portfolio optimization model. First, we propose a hybrid fuzzy clustering algorithm to group the affected areas, binary conversion and generate fuzzy association matrix in order to determine the priority of emergency relief materials distributed to the affected areas aiming at urgency property of emergency relief delivery in sudden crisis events~ then an integrated weighted multi-objective optimization model is established to solve the emergency distribution optimization problem that relief supplies are allocated from multiple relief aid distribution centers to more affected areas according to the affected areas grouped ~ finally we propose a dynamic optimization model based on minimizing the cost of disaster relief. We tested aforementioned combinatorial optimization model by taking Wenchuan earthquake for actual relief distribution example. The test results show that the proposed method has strong applicability and potential advantages which can greatly enhance the performance of emergency logistics system and has important practical applications in emergency aid in crisis.
