Nature, Functions and Objectives of State-owned Forest Farm under New Situation

在厘清国有企业经营理论与实践研究结论的基础上,从国有林场的发展历程、地位与作用、森林产品和服务特点,以及国外国有林场经营管理的经验等方面探讨了我国国有林场的性质、功能及目标。指出我国国有林场的基本特性可归结为,公共效益最大化的公共性和林产品提供的企业性这一双重性质;在社会主义市场经济体系中,发挥林业生态体系建设、科学研究和科普教育、教学实习基地和科普教育基地、森林旅游和休闲、珍贵树种和大径材为主的森林资源培育等功能;国有林场生产经营应以提供生态和社会服务为主,林产品生产为辅。

Guided by the theoretic and practical research of the management of state-owned enterprise, as well as the experiences of foreign countries, this paper discussed the nature, functions and objectives of state-owned forest farm in term with the development course, and status of it, and characteristics of forest products and service as well. The basic nature of state-owned forest farm in China can be attributed to its dual properties_ the publicity nature to maximize the public benefits and the economic nature to maximize its profits. And its function should be de- fined as to make full advantage of constructions of the forestry ecological system, scientific research and popnlar sci- ence education, teaching and practice base and popular science education base, forest tourism and recreations, and forestry resource mainly containing rare plant and diameter wood, which are playing efficiency together. The objec- tives of state-owned forest farm include the prime one, providing ecological and social service and the complemen- tary one, operation objectives producing forestry products.
