基于Fuzzy和ISM的采伐限额制度制约因素识别与关联性分析研究

Identification and Correlation Analysis of Harvesting Quota System Constraints Based on Fuzzy and ISM

在总结采伐管理制度研究成果的基础上,运用Fuzzy方法识别和选取了采伐限额管理制度中关键制约因素,并运用ISM方法对采伐限额制度制约因素的相关因素进行了层级划分,找出了采伐限额管理制度的制约因素之间的层级结构及因果关系,最后,对制约因素模型的结果进行了分析和讨论,并把制约因素分为3个层面,并从国家层面,林业管理部门层面和林业生产经营者层面给出了相应的对策建议。

This Paper identifies and selects the constraints of Harvesting Quota System using Fuzzy method, de- composes the hierarchies of related constraints using ISM（ Interpretive Structure Modeling） method, finds out the hierarchical and casual relations of harvesting quota system constraints. Additionally this paper believes that the es- sential constraints of harvesting quota system are insufficient harvesting quota, excessive administrated types and stiff harvesting quota, finally this paper comes up with corresponding suggestions that from the national level, more reasonable and flexible harvesting quota should be made; from the forestry administrative level, government functions should be transformed to lead and ensure forestry operators to perform reasonably and legitimately; from the micro-level, forestry operators should consciously abide by forest management laws and retmlations.
