摘要
在对森林认证的起源和本质描述的基础上,对森林认证对林业外部性的影响进行了经济学分析,得出结论:在消费者的绿色需求和支付意愿达到一定程度时,森林认证会带来正的社会总效益,增加社会福利,驱动企业价值提高。相对于单纯的"科斯手段"和"庇古手段",森林认证是依靠民间社会力量发起、政府力量支持、市场力量运行和实施的以森林可持续经营为目的的机制,是两种手段的混合和拓展。
Based on the description of the origin and nature of forest certification, analyzed the influence of forest certification on forestry externality from economic aspect, drew a conclusion that when consumer' s green demand and willingness to pay up to a certain degree, forest certification would brought about positive social total efficiency, increased social welfare, drove enterprise value increase. Relative to the simple "coase means" and "pigou means", forest certification is a mechanism for the purpose of sustainable forest management and relying on folk social forces launched, government support, market power operation and implementation of, it is the mixing and expand of two kinds of means.
