以采购管理理论看来,合适的质量是采购的核心原则,不合适的低价中标偏离了采购的原则。预测采购风险和效益评估是目前图书招标采购工作中较为薄弱的环节。图书馆图书采购的独特性构成图书招标采购的主要风险因素,基于这一观点,分析现有的问题,规避招标采购中的风险。此外,图书馆需要根据自己的实际情况给出具体质量评估措施,完善图书招标采购质量评估策略,真正实现图书招标的意义。

In view of purchasing management theory, the appropriate quality is the core principle of procurement. So inappropriate low-price bidding deviates from the procurement principles. Prediction of procurement risk and benefit assessment are the weaker links of the book purchase tender work. The unique characteristics of books purchase for library constitute the main risk factors of book purchase tender. Based on this view, some existing problems are analyzed to avoid the risk in bidding. In addition, the libraries should put forward the measures to assess specific quality of book purchase tender according to their own actual situation, and perfect the evaluation strategy, so as to realize the significance of books bidding.
