招商引资区域投资环境的关键影响要素识别方法——以昆明市西山区为例

Identification Method for Key Influential Elements for Regional Investment Environment:the Case of Xishan District of Kunming

为了从类型多样、数量众多的区域投资环境系统要素中识别出对招商引资起关键作用的要素,首先将区域投资环境系统划分为经济发展子系统、社会文化子系统、基础设施子系统、政治法律子系统、自然地理子系统,然后通过分析各个子系统中可能存在的要素构建用于全面反映招商引资区域投资环境优劣程度的系统分析结构,在此基础上应用能够克服知识有限、主观臆断等现象的群组模糊DEMATEL方法提出关键系统要素识别方法,最后以昆明市西山区为例进行实证研究验证了提出方法的应用可行性。

In order to identify the key elements which affect attracting investment of different types and numerous elements in the region-al investment environment （RIE） system, the RIE system is divided into economy development subsystem, social - culture subsystem, infrastructure subsystem, political and legal subsystem, and physical geography subsystem, and then the structure of systematic analysis is built to fully reflect the degree of superiority and inferiority of the RIE in attracting investment by analyzing the possible existence ele- ments in each subsystem. After that, the group fuzzy DEMATEL method, which can help overcome the defects such as the limited knowledge and the subjective judgment, is applied to provide an identification method of the key elements in the RIE system, and final-ly an empirical study of Xi-shan District of Kunming is conducted to verify the application feasibility of the proposed method.
