刍议大数据时代的国家信息安全

Discussion on the National Information Security in the Era of Big Data

作为继云计算、物联网之后信息产业的又一次颠覆性技术变革,"大数据"已成为当前科技创新、产业政策及国家安全领域的知识新增长点。文章首先介绍了大数据的发展概况、基本内涵及主要特征,进而探讨了大数据在网络攻击、隐私泄露等方面对信息安全带来的新挑战。最后,从信息基础设施、信息战和公共外交三个层面对大数据时代国家信息安全战略的制定进行了对策思考。

Following the cloud computing,the Internet of Things（IOT）,big data has become another momentous technological change in information industry and a new knowledge growth point for current scientific and technological innovation,industrial policy and national security.This paper first introduces the general overview of the development of big data,its basic connotation as well as its main features,and then discusses new challenges posed to information security by big data from the aspects of network attacks,loss of privacy and so forth.Finally,the paper gives some reflections and suggestions on the establishment of our national information security strategy in the era of big data from three levels：information infrastructure,information warfare and public diplomacy.
