21世纪军事平衡的概念和范畴发生了较大变化,因此也产生了新的影响。其中,高精度制导武器、网络战、导弹防御、使用常规武器的全球快速打击能力、太空部署武器等将占有越来越重要的地位,且这些因素间的联系愈发紧密。有必要研究由于军事科技进步引发的这些新问题的解决途径。21世纪的军事-战略平衡寄希望于三个支柱:关于限制和削减核武器条约规定的法律义务、基于政治义务的战略互信和透明化以及基于相互法律义务的安全和防务领域的合作。

In the 21st century,the concept and scope of military-strategic balance have undergone major changes,and also brought forth new impact factors,among which,high-precision guided weapons,network warfare,missile defense,global strike capability using conventional weapons,space-deployed weapons will occupy an increasingly important position,and these factors become more closely linked.There is a need to study and solve new problems caused by the advance of military technology.21st century military-strategic balance should be built on three pillars： legal obligations of limitation and reduction of nuclear weapons treaty,mutual strategic trust and transparency based on the political obligation,and security and defense cooperation based on mutual legal obligation.
