基于HMO模式的农村地区慢性病防控机制设计

Designing Control and Prevention Mechanism of Chronic Diseases in Rural Areas Based on HMO Model

近年来我国农村地区慢性病发病形势严峻,而农村地区慢性病防控机制尚存在很多问题,无法有效遏制慢性病的发展势头。文章通过分析健康维护组织(HMO)模式的作用机制,提出把HMO模式引入到农村地区的慢性病防控中,即把新农合资金按人头拨付给乡镇卫生院管理和使用,激励农村基层卫生工作人员积极、主动地提供慢性病防治服务,以解决当前我国农村地区慢性病防控工作中的资金短缺、人员积极性低等问题。

In recent years, the situation of chronic diseases＇ incidence has been serious in rural China. The prevention and control mechanism of chronic diseases has so many problems that it can not effectively control chronic diseases in rural areas. Through analyzing the mechanism of Health Maintenance Organization（HMO）model, to propose apply and the HMO model in preventing and controlling the chronic diseases in rural areas. That is to allocate the fund of New Rural Cooperative Medical System to township hospitals by capitation, encourage basic health workers to provide prevention and cure services of chronic diseases actively, and solve problems in the work of ehronic diseases＇ prevention and control in rural China such as shortage of funds and low personnel enthusiasm.
