摘要
基层医疗机构适配按人头预付费方式,这是因为按人头预付方式的激励机制与基层医疗机构的功能定位基本吻合。医疗保险按人头预付费方式要发挥促进基层医疗机构的健康管理功能,必须配备三大机制:供给竞争机制、多元监管机制和转诊避险机制。
Basic medical institutions are appropriate for capitation prepayment, which is because the incentive mechanism of capitation prepayment basically matches the functional orientation of basic medical institutions. Three mechanisms are needed to help the capitation prepayment of medical insurance promoting public health management function of basic medical institutions： supply competitive mechanism, multiple supervision mechanism and referral hedge mechanism.
