2009—2011 New Rural Cooperative Medical Operation Analysis in Guangxi

在新医改背景下通过对广西新型农村合作医疗3年来的运行情况进行分析,了解现状,发现新的问题并探索解决之道。方法:系统收集、整理和分析2009—2011年广西新型农村合作医疗统计分析报表及广西卫生统计提要等相关资料。结果:(1)广西区农民参合率逐年提高,基本实现全覆盖;(2)中央和地方各级政府不断加大筹资力度,人均筹资额逐年增加;(3)补偿金额和补偿人次均呈现递增趋势,门诊补偿增加明显;(4)新农合资金得到了较大运用,最终使参合农民受益。结论:2009年以来,广西新型农村合作医疗得到了较大的发展,当然也存在一定的问题,总的来说,该项医疗利民举措改善了广西农村居民的医疗保障状态。

Objective： Through analyzing operation status of new rural cooperative medical treatment in recent 3 years under the background of new medical reform in Guangxi, to discover new issues and explore solution methods. Methods： To systematically collect, clear up and analyze 2009--2011 Guangxi new rural cooperative medical statements and Guangxi health statistics summary information. Results： （1） In Guangxi Zhuang Autonomous Region, farmers＇ participation rate increase every year, and basically achieve full coverage; （2） the central and local governments at all levels continue increasing fund-raising efforts, the per capita amount of funding has increased year by year; （3） the compensation amount and compensation time showed a trend of increasing, and outpatient compensation increased significantly; （4） new rural cooperative funds were largely applied and ultimately benefited the participated farmers. Conclusion： Since 2009, Guangxi new rural cooperative medical system has developed, but there still have certain problems. In general, this resident benefiting medical measure had improved the medical and insurance requirement of rural residents in Guangxi.
