区域水利规划中常见问题及优化方法

Problems in regional water resources planning and optimization approaches

水利规划是做好水利工作的前提,是提高水利建设质量以及水利管理水平的重要依据。近年,我国虽然在区域水利建设方面取得了长足进步,但在区域水利规划具体工作中还存在一些不足,比如中小河流整体规划体系不够完善、防洪除涝规划工作不到位以及水资源配置不合理等,一定程度上阻碍了区域各行业以及国民经济的整体发展。对区域水利规划中的常见问题进行科学、有效的分析,并针对其中存在的不足之处提出合理的优化方法。

Being the precondition for water management, water resources planning is fundamental for quality im- provement of water infrastructure construction and enhancement of management level. In recent years, China has made great achievement in regional water infrastructure construction. However, further improvement is needed in terms of regional water resources planning, such as incompletion of small and medium river planning, lacking of flood control and waterlogging prevention plan and irrational water allocation, which has impeded a balanced devel- opment of industries and overall development of national economy. Optimization approaches are raised in response to deficiencies and problems existed in regional water resources planning through scientific and effective analysis.
