关于我省加快发展合同能源管理的几点建议

A few Suggestions to Accelerate the Development of Contract Energy Management in our Province

随着世界能源供应日趋紧张,合同能源管理作为一种通过市场化运作来推荐节能减排的新机制已取得国际共识,文中分析制约合同能源管理发展的瓶颈和我国现行扶植政策,结合黑龙江省节能服务产业发展现状,提出几点加快我省合同能源管理的政策建议。

With the increasing shortage of energy supply, energy management contract as a new mechanism through the operation of the market to recommend energy-saving emission reduction has gained international consensus, this paper analyzes the constraints of energy management contract development bottleneck and our current policies, combined with the status of the development of energy-saving service industry of Heilongjiang Province, put forward several points of our province to speed up the contract energy management policy recommendations.
