摘要 政策目标的实现,不仅在于政策的制定,更在于政策的执行。针对中小学生课业负担过重问题,教育行政部门出台了"减负"政策,但政策在一个比较复杂的社会系统内执行,会受到许多因素的影响,出现政策执行偏差,具体表现为政策执行的表面化、缺损化和替换化。文章从政策目标、政策执行中的利益博弈、执行环境的制约和政策执行监督不力等方面探讨"减负政策"执行偏差的原因。 Achieving the goals of policy not only lies in the policy-making, but also lies in the policy-executing. The educational administrative departments have formulated burden-reduction policy, trying to release the burden from'primary and high school students. However, policy-executing is influenced by many factors within a complex social system, inevitably leading to policy implementation deviation, including superficial, alternative and half-baked implementation. This article discusses burden-reduction policy implementation deviation from the policy goal, interest-game in the policy execution, the environment and lack of supervision.
