文章基于高速公路建设项目着眼于耕地保护和可持续发展的原则,综合分析和研究高速公路建设项目耕作层土壤剥离及再利用的必要性、可行性及存在的困难,探索耕作层土壤剥离再利用的管理体制和政策。

Based on the principle of focusing on farmland protection and sustainable development of expressway construction project,the article conducted the comprehensive analysis and study on the necessity,feasibility and existing difficulties for the topsoil stripping and re-utilization of expressway construction project,and explored the management system and policies of topsoil stripping and re-utilization.
