国外城市区域治理的理论、模式及其对中国的启示

Theories and Models of Municipal Regional Governance Abroad and Their Inspirations to China

在城市区域化过程中,由于各国的经济发展水平和国情各有不同,因而,所选择的城市区域化方式和道路也不尽相同,从而形成了不同的城市区域治理的理论与模式。本文在梳理国外城市区域治理的理论学说,回顾各国城市区域治理的实践探索的基础上,概括了国外城市区域治理的几种理论范式和实践模式,这对于总结国外城市区域治理的经验与教训,促进我国城市区域治理的顺利发展,为城市市民提供更多更好的公共服务,推进整个中国公共服务体系的建立与完善,有着重要的理论启示与实践借鉴意义。

In the course of municipal regionalization,with different levels of economic development and different national situations,different manners and ways to municipal regionalization in different countries,there are different theories and models of municipal regional governance abroad.After a systematical analysis of theories and a total review of practical explorations on municipal regional Governance in different countries abroad,this paper discusses several types of theoretical paradigms and practical models.It provides China with theoretical and practical inspirations of municipal re- gional governance in many aspects: summarizing the experiences and lessons from foreign countries,accelerating the development of municipal regional governance in China,providing more and better services for municipal citizens,pushing forward the establishment and the improvement of public service system,and so on.
