网络实名制是伴随着网络社会的发展而处于演进过程中的一种制度现象,其本质是将主体在网络中言行的权责利对应到现实中存在个体的身份确认机制。网络实名制的产生及发展的根本动力在于降低网络社会中的信息成本,其演进历程兼具自下而上式的诱致性以及自上而下式的强制性的特点。网络实名制归根结底只是一项制度工具,需要在网络社会管理制度演化的边际上,以合理的方式,建立相配套的法律、政策,以及技术机制,才能较好地发挥明晰权责利主体、维持网络社会运行秩序的作用。
