Public enterprises are the business operators of public utilities.They hold very important and monopoly positions in a country.Also they infringe on consumers＇ legitimate rights and interests.So,it needs to break monopoly as quickly as possible to protect consumers＇ rights.In this way,these enterprises will hold their responsibility and join market competition to improve the quality of their products and service.
