论优化地方科技期刊发展的政策环境

Discussion on the Development Policy Environment of Local Science and Technology Periodicals

各省区市所属科技期刊质量参差不齐,总体发展环境有待改善,其中政策环境在其中起重要作用。地方科技期刊的政策环境包括两个方面:一是科技期刊的主管主办单位内部管理、扶持、激励等政策环境,二是所在省区市政府和出版行政部门对科技期刊发展所营造的政策引导、扶持支持等政策环境。只有两个方面的政策相互配合,形成合力,才能提高科技期刊质量,推动科技期刊得到较快发展。

Provincial Science and technology periodical quality is different, the overall development of the environment needs to be improved. Policy environment plays an important role. Local journals of science and technology policy environment includes two aspects： the first one is about internal management, support, and incentive of host unit, the second one is about policy guidance, support from the government and the administrative department of publishing. Only if the two aspects of the policy coordinate, it can improve the quality of scientific periodicals, promote the rapid development of science and technology periodicals.
