国家创新系统运行协调度测度模型及实证 被引量:4

Measurement Model and Demonstration of Coordination Degree for Operation of National Innovation System

摘要 将能源环境的可持续性和经济社会的增长性作为国家创新系统发展的双重功能目标,建立内含科学技术、能源环境和经济社会的统一分析框架;在构建国家创新复合系统运行协调度测度模型和指标体系的基础上,运用1995—2007年的相关统计数据对国家创新系统运行协调度进行实证研究。研究结果表明:中国科技系统与经济系统自身运行的协调性较好,但是科技与经济之间的协调性较差;弱"脱钩"在中国并不存在,经济发展与能源环境"脱钩"并不是自然发生的事情;转变经济发展方式是解决目前科技与经济脱节,经济增长与能源环境脱钩,以及实现经济增长与社会发展同步的关键。 This paper sets up the double goals of national innovation system (NIS) including sustainability develop- ment of energy & environment and economic & social growth, and constructs an analytical framework of S&T, energy and environment, economic and society. We conduct Chinese empirical study of coordination degree on op- eration of NIS by building the coordination degree model and indicators system from 1995-2007. The results show that the coordination of S&T system and economic system itself is good, but the coordination between S&T and economy is poor. There is no weak 'decoupling' in China, and the 'decoupling' of economic development and energy & environment is not a natural happening process. Transforming the model of economic development is the point of coping with the dislocation of technology and economic, the decoupling of economic growth and ener- gy environment, the synchronization of economic growth and social development recently.
