摘要
本文通过构建创新驱动为核心的科技资源立体评价模型,并应用各省市区2000-2008年的数据对我国科技资源配置效率进行了实证分析。研究表明:近年来,我国总体科技资源配置效率平稳增长,中西部地区相对东部地区效率差距较为明显,且中部地区相对东西部地区波动较大,而西部相对于中东部地区增长速度较快。同时,我国科技产出效益差别较大,科技成果产业化程度不高。
The paper builds the three - dimensional evaluation model of technology resources with innovative impetus as the core, and conducts an empirical analysis on the allocation efficiency of technology resources in China from 2000 to 2008 by application of DEA. The results show that the efficiency of China' s overall scientific and technological resources has grown steadily; the gap of overall scientific and technological efficiencies of resource allocations between the central and western - eastern regions is relatively significant; the efficiency of the central region is more volatile compared with that of the eastern and western regions, while the west region grows faster compared with the eastern and the central region. Meanwhile, there is a great difference in technology output efficiencies in China, and the degree of industrialization of scientific and technological achievements is not high.
