Introduction of Europe Cooperative ITS Development and Analysis on Related Standards

本文首先简要地介绍了合作智能交通系统的概念及在国际先进ITS国家和地区的发展概况。在此基础上,围绕欧洲运输政策白皮书制订的交通发展目标,重点对支持欧洲合作ITS系统发展的政策规划、合作ITS项目及部署实施准备等情况进行了梳理和分析;其次,主要对欧洲合作系统发展涉及的通信频段分配的发展经历阶段及对泛欧洲ITS一体化发展的影响进行了探讨,此外对欧洲使用的合作系统的通信标准和应用标准情况、包括涉及的ISO相关合作标准进行了介绍和分析;最后简要介绍了我国合作ITS系统的发展情况,同时借鉴欧洲合作系统标准经验,提出我国发展合作系统标准的建议。

First, the C-ITS concept and its development situation in the advanced ITS countries and areas in the world are briefly introduced. On this basis, the policy, plans, projects and deployment to support the European C-ITS development according to the development goal of White Paper on European transport policy are reviewed and analyzed. Second, the process of radio frequency band allocation related to C-ITS development and its impact on pan-Europe ITS development are discussed. In addition, the C-ITS standards applied in Europe both in communication and application, including ISO C-ITS standards, are introduced and analyzed. Finally, a brief introduction to C-ITS development in China is given and some suggestions for standard development in China are proposed based on the experience of the C-ITS standards in Europe.
