摘要
文化事业单位转企改制后,在事实上依然存在一定的政企不分现象。本文试图通过对转企改制文化事业单位的政策和现状分析,专门针对转制后的文化单位,以新公共管理为理论视角,提出改进其行政管理体制的一些政策措施,包括归口主管、成立专门机构、引入民营资本等,以期逐步实现真正意义上的政企分开,助推社会主义文化大发展大繁荣。
Even after the reform from cuhural institutions to cultural enterprises, the influence of previous administration system is still in effect. This paper attempts to first analyze the policies and current situations of such enterprises, and then from a new public administration perspective propose some improving measures such as respective higher administration, setting up special organi- zations and introducing private capitals to realize the true separation in the administrative system after the reform of these enterprises and facilitate the prosperity of socialist cultural development.
