Establishing Economic Upgrading Long-term Mechanism of Green Finance Service

在经济结构调整和转型发展的攻坚期,绿色经济催生的绿色金融将可持续发展内生化,成为推动我国经济转型升级的重要杠杆。但当前我国的绿色金融遭遇到绿色支持政策重设计轻效能、绿色产业发展重投入轻效用、绿色金融服务重风险轻成效等现实困境。文章提出优化绿色金融顶层架构机制、实施绿色金融市场运作机制、打造绿色金融专营运作机制等建议。

In the crucial period of economic structural adjustment and transformations the green finance that is promoted by green economy makes the sustainable development as the inner driving force of development, which is the important lever for promoting China＇s economic transformation and upgrading. However, domestic green finance is trapped in a difficult situation that emphasizes on green policy design and green industry development investment and green finance service risk instead of effectiveness and fulfillment. The paper proposes to optimize the top design of green finance, take measures on market operation mechanism of green finance and create exclusive operation mechanism of green finance, which can be a driving force to China＇s economic upgrading
