摘要
云南高原特殊的地形环境和气候条件,使云南高原水资源时空分布极不均匀。近年来西南地区持续干旱,加剧了云南高原资源型缺水,凸显了云南高原水利基础设施薄弱,水资源利用率偏低,供水损失严重,水质趋差,生态恶化等问题。要实现云南高原水资源可持续利用需要不断研发适合云南高原的供水、节水、治污的水利技术,需要政府部门优化水资源配置,加大资金投入,注重水资源开发、利用和保护的立法和监控,需要每一个公民提高节水意识和生态观念。
Yunnan Plateau is a vast region located in the East of the Mountain Ailao in Yunnan province, which is the industry and agriculture center of Yunnan province, and the watershed between Yangtze River and Pearl River. Water resources unevenly distributes throughout Yunnan Plateau because of the special ter- rain and climatic. Resources water scarcity, lack qualified water infrastructure, low utilization ratio of water resources, deterioration of the ecological environment are exposed by the persistent drought in Southwest Chi- na in recent years. To achieve sustainable use of water resources in Yunnan Plateau, we should research and actualize the technology of water supply, water - saving, water pollution - controlling, we should optimize the allocation of water resources and increase capital investment of water conservancy construction, and we should put great emphasis on legislation and monitoring of water conservancy and raise consciousness of saving water and ecological concepts.
