随着农村改革的深入,农业生产力不断提高,大量的农村剩余劳动力从传统的农业部门向第二、第三产业转移,由农村进入城市。由于转移数量巨大,无论是从自身还是政府及社会层面都存在很多问题。解决农村剩余劳动力转移问题,一定要把农村剩余劳动力问题放在国家层面的政治、经济、文化、社会发展的大格局中来考虑,逐步消除产生农村剩余劳动力转移问题的深层次体制弊端。

With the deepening of the rural reform, the agricultural productivity rises ceaselessly, which makes large number of rural surplus labor transfer from the traditional agricultural fields to the second, the tertiary industry. Due to the transfer of huge amount, either from their own government and social level, there are many issues. We cannot simply take the matter on its merits and must take the problem of rural surplus labor force on the national political, economic, cultural, and social development pattern into consideration. The countermeasures are put forward to solve the problems.
