地方财政是国家财政的重要组成部分,也是地方各级政府履行职能的物质基础、改善民生的重要手段。经过三十多年的改革开放,我国经济已由高速增长转为中速增长,并进入个位数增长阶段。受此影响,财政收入正告别高增长时代,步入平稳增长周期。在宏观经济深度转型、财政收入增速放缓、支出需求快速膨胀的背景下,地方财政可持续发展面临巨大压力和挑战。本文在研究分析制约地方财政可持续发展矛盾及问题的基础上,提出相应的对策建议。

Local finance is an important part of national finance,also is the material basis for the local governments at the levels of perform functions to improve people＇s livelihood.After 30 years of reforming and opening up,China＇s economy has improved from rapid growth to medium,entering the units digit growth phase.As a result,fiscal revenue said farewell to high-growth era,and stepping into steady growth cycle.Under the background of economic transformation,slowing fiscal revenue growth,and the rapid expansion of demand,the sustainable development of the local finance is faced with enormous pressure and challenges.Based on the research analysis of local fiscal issues and problems on the basis of sustainable development,the paper has put forward the corresponding countermeasures and suggestions.
