社会公众对政府履行洱海保护职能满意度的调查与分析

Investigation and Analysis of the Public Satisfaction to Government Function of the Erhai Lake Protection

在洱海保护中,作为环境公共产品的最重要的提供者,政府做了巨大投入,取得了明显成效。广大市民对政府履行洱海保护职能是如何评价的,政府职能的履行又对广大市民参与到洱海保护起到了多大的推动作用,对于构建一个政府、公民和社会组织共同发挥作用的生态保护机制模式意义重大。调查显示,社会公众对政府洱海保护职能履行效果的整体评价较好,但在涉及洱海保护的信息公开、政府公共关系、科普、推动公民的深层次参与等职能的履行方面,还有很大的改进空间。

In the process of the Erhai Lake protection, the government, as the most important provider of environmental public products, has made huge investment and obtained apparent effect. Public evaluation toward government protective functions of the Lake and the driving force of government functions on the public in turn are significant to the ecological protective mechanism joined by the government, the public and the social organizations. The investigation showed： the public was relatively satisfied toward government functions of protecting the Erhai Lake. But there still was a huge improvement room for other government functions as opening the public information of the Lake protection, public relations, popular science, and promoting citizen＇s participation and so on.
