本文运用构建的高等教育人力资本和产业结构优化升级测评的指标体系,对2000-2009年间我国高等教育人力资本与产业结构优化升级的状况进行测度。利用测度的数据实证分析高等教育人力资本对产业结构优化升级的作用,得出结论:高等教育人力资本对产业结构优化升级具有明显的促进作用。根据结论提出了我国以高等教育人力资本为依托加快产业结构优化升级,进而加快经济发展方式转变的政策建议。
